Elaine has worked for 18 years in higher education administration, research, grant and contract administration, corporate/university strategic partnerships, corporate relations, educational equity program development, community development, program development, technology transfer, and research/business park development. She spent nine years as professor of literacy and cognition at undergraduate, masters, and doctoral levels.

Throughout her career with the California State University system, first at CSU Chico and later at CSU Monterey Bay, Elaine designed and implemented mentorship programs for women and underrepresented faculty and graduate students, as well as organized major corporate/university partnerships at both institutions, catalyzing collaborations with foundations and cultural institutions. Elaine served on the National Council of Graduate Schools Board, as President of the Western Association of Graduate Schools, and as system-wide Chair of the California State University Vice Presidents of Research and Graduate Deans for four years. Elaine holds a B.S. in Education from the University of Minnesota, and an M.A. and Ph.D. in Linguistics, Psychology, and Literacy from the University of Michigan.
